2007 23rd SADC Parliamentary Forum   

'Parliamentary Engagement on Priority Regional Issues: Leadership in the HIV and AIDS Pandemic'

The Child, Youth, Family and Social Development Programme of the Human Sciences Research Council was asked by the HIV & AIDS Office to provide technical support to the 23rd SADC Parliamentary Forum.
The theme of the meeting, from 18 to 23 October was Parliamentary Engagement on Priority Regional Issues: Leadership in the HIV and AIDS Pandemic. The meeting, comprising the Speakers and members of Parliament of ruling and opposition parties from all SADC countries except for Lesotho was held in Blantyre, Malawi. On behalf of the HSRC and the Joint Learning Initiative on Children and HIV/AIDS (JLICA), Professor Richter led a three-hour deliberative session on children and HIV/AIDS and addressed issues of prevention (low rates of PMTCT coverage and poor follow-up of children), treatment (high rates of HIV infection among children and slow roll-out of treatment for children), and social protection, especially the role of income transfers for the poorest families in high HIV prevalence communities. The official Communique from the meeting addressed 29 items, among which five items (12-16) referred to agreements reached on the subject of children and HIV/AIDS.

As a result of overwhelming interest in the presentation, arrangements are being made to issue Professor Richter with an invitation to address the Pan-African Parliament in 2008. CYFSD will continue to support the SADC Parliamentary Forum and the SADC Secretariat. Specifically, we have been asked to put together briefing documents on breastfeeding and mother-to-child transmission, couples counselling, gender violence, and income transfers as one instrument for mitigation of the epidemic's effects on children and families.
